Every municipality in Greater Victoria has its own dog bylaws. Victoria, Saanich, Oak Bay, Esquimalt, View Royal, Langford, and Colwood all have different rules about off-leash areas, leash lengths, and fines — typically $100 to $150 per violation. Saanich bans retractable leashes in all municipal parks. Oak Bay has seasonal off-leash windows from July to March. Esquimalt leads with 6 leash-optional locations. Beach Access Changes Seasonally
